By Matt Underwood Ukraine has recently announced a significant development in its international relations, with President Volodymyr Zelenskyy confirming that a security cooperation arrangement has been reached with India, and the necessary documentation is currently being finalized. This news emerged from Zelenskyy’s evening video address on April 19th, where he shared that he had been briefed on the progress of these discussions with New Delhi by Rustem Umerov, the Secretary of the National Security and Defense Council and Ukraine’s lead negotiator. Umerov’s briefing highlighted that the groundwork for this security cooperation is already in place, with the formalization process now underway.
This new accord with India is part of a broader strategic initiative by Ukraine to extend its security partnerships beyond its immediate European neighborhood and into Asia and the Gulf region. Earlier in April, President Zelenskyy had indicated that Kyiv was actively engaging with Asian countries concerning technology exports, and prior to that, Ukraine had established security dialogues with Middle Eastern nations, including those in the Persian Gulf. In these interactions, Ukraine has been offering its expertise in defense against Iranian drones, a capability that Zelenskyy noted was already proving effective in the region by April 1st. The role of Rustem Umerov in these diplomatic efforts has been highlighted, with some describing him as a pivotal asset for Zelenskyy’s team in engaging with Middle Eastern countries. Zelenskyy further emphasized that Umerov is actively involved with numerous nations, and more agreements are anticipated, underscoring Ukraine’s continued prioritization of its army, defense capabilities, and air defense systems.
The agreement with India arrives on the heels of a series of European defense pacts that Ukraine has recently secured. In mid-April, specifically on the 14th, President Zelenskyy was in Berlin where he signed an accord for enhanced defense cooperation with Germany, with a particular focus on air defense and unmanned aerial vehicle technologies. On the same day, Ukraine and Norway finalized an agreement for industrial cooperation, which includes joint drone production and the sharing of military experiences. Further strengthening its European defense ties, Ukraine and the Netherlands also signed a defense cooperation document on April 16th.
Beyond defense initiatives, President Zelenskyy also touched upon Ukraine’s efforts to ensure the flow of crucial support and to bolster sanctions against Russia. In his address, he revealed that Ukraine is actively working with its European partners to expedite the release of an approved support package that has yet to be fully implemented. He also commented on recent American decisions regarding oil sanctions on Russia, expressing that such measures may not yield significant diplomatic benefits and that revenue from oil sales ultimately fuels Russia’s continued aggression. Zelenskyy reiterated Ukraine’s ongoing success in degrading Russian oil infrastructure through its long-range strikes, estimating substantial losses for Russia’s oil sector in March alone and confirming that these operations are continuing into April. He specifically acknowledged the contributions of various Ukrainian military units and special services in these strikes and mentioned discussing future operations with the Commander-in-Chief, Oleksandr Syrskyi.
