This decision by the Joint Terrorism Analysis Centre is driven by a combination of factors, including an increase in broader Islamist and extreme right-wing threats from individuals and small groups, as well as recent events. Counter-terror police have formally declared the stabbings in Golders Green a terrorist incident, and the suspect was known to police and had a history of violence and mental health issues. The threat level was previously “substantial” and had not been at “severe” since November 2021.
