The news that a sixteen-year-old accused of a brutal crime on a cruise ship has been allowed to remain out of jail has understandably sparked a significant amount of outrage and disbelief. When the details emerge – a rape and a killing of his eighteen-year-old stepsister – the immediate reaction is often one of shock and a fervent belief that such an individual poses an undeniable risk to public safety.
