This rule, affecting both electronic and mechanical timepieces, has been observed in officials like Yevgeny Pervyshov and Artyom Zdunov, who have appeared without watches at meetings with Putin. However, close associates of Putin, such as Sergey Chemezov, are reportedly exempt from this particular requirement, while even Putin himself has occasionally been seen concealing his watch during one-on-one engagements.
