This sentiment predates recent fuel shortages exacerbated by Ukrainian strikes on oil refineries. Confidence in both the Russian military and government has also significantly decreased since the 2022 invasion of Ukraine. Conversely, a separate survey in Ukraine indicates a sharp decline in approval for U.S. leadership, and a majority of Ukrainians favor negotiating an end to the war soon.
