The influx of 200,000 Haitians forcibly returned from the Dominican Republic exacerbated the situation. When such evacuations occur, it is undoubtedly a foreboding sign of further turmoil and chaos to come. The fact that the borders between Haiti and the Dominican Republic remain closed, along with the rampant gang violence, prison breaks, and overall lawlessness, paints a grim picture of the state of affairs in Haiti.
