This decision follows the IOC’s acceptance that Russia no longer controls sporting bodies in occupied Ukrainian territories and a rule change emphasizing that athletes should not be punished for their government’s actions. While Russian athletes will no longer face individual vetting against publicly supporting the war, they must adhere to the Olympic Charter, and multiple doping tests will be required by the International Testing Agency. The IOC has not yet decided on the display of Russia’s flag, colors, or anthem at the LA Games, and will not host events in Russia or invite Russian government officials.
